What we do.

Outreach College (OC) Learning Design and Development is the campus lead to host all online programs at the University of Hawai‘i at Mānoa. Our team partners with programs and faculty to design and deliver hybrid and distance courses that meet the needs of today’s faculty and learners by using innovative strategies to elevate online learning.

How we do it.

Our experienced team offers instructional design support, online course development, and Open Educational Resource (OER) development and training. We work with faculty to develop online courses and open textbooks and provide support and training for all educational technology needs.

Our Process.

We partner with faculty and program directors at the University of Hawai‘i at Mānoa to develop exceptional educational content that exemplifies the highest standards in online learning, including intuitive design, professional interfaces, curriculum alignment, and accessibility.

Billy Meinke

Department Chair, Assistant Faculty Specialist

Billy Meinke is the chair of the Instructional Design and Development unit and an Assistant Faculty Specialist with the University of Hawai‘i at Mānoa Outreach College. He joined the college in 2016 as the Open Educational Resources (OER) Technologist, producing open textbooks and curriculum with faculty from across the campus and UH System. Before working with Outreach College, he worked as an instructional designer for the UHM College of Education and is pursuing a PhD program in the Department of Political Science.

Jenica Taylor

Assistant Faculty Specialist

Jenica Taylor is an instructional designer specializing in online course development for Outreach College. Drawing on her background as a graphic designer and faculty member in the visual arts at BYU-Hawai‘i, she brings a unique perspective to instructional design, focusing on enhancing visual learning strategies. Her passion for culturally-based educational innovation has led her to develop engaging educational games that reflect diverse perspectives, enriching the learning experience for all students. In her current role, Jenica collaborates with faculty to enhance course development, leads workshops to improve classroom engagement, and explores strategies to support balanced faculty workloads. She is pursuing a PhD in Learning Design and Technology, focusing on the intersection of culture-based learning and artificial intelligence.

Jacob Algrim

Instructional Design, GA

Jacob Algrim is a PhD student studying Chinese Linguistics in the East Asian Languages and Literatures department of UHM. Prior to joining Outreach College Online as an Instructional Design Graduate Assistant, he worked as a second language instructor for ten years, teaching English and Mandarin Chinese in both face-to-face and online courses. In his role Outreach College, he assists with the development of Open Educational Resources and online courses.
