Outreach College (OC) Instructional Design and Development Department is the campus lead to host all online programs at the University of Hawai‘i at Mānoa. Our team partners with programs and faculty to design and deliver hybrid and distance courses that meet the needs of today’s faculty and learners by using innovative strategies to elevate online learning.
How we do it.
Our experienced team offers instructional design support, online course development, and Open Educational Resource (OER) development and training. We work with faculty to develop online courses and open textbooks and provide support and training for all educational technology needs.
Our process.
We partner with faculty and program directors at the University of Hawai‘i at Mānoa to develop exceptional educational content that exemplifies the highest standards in online learning, including intuitive design, professional interfaces, curriculum alignment, and accessibility.

Billy Meinke
Department Chair, Assistant Faculty Specialist
Billy Meinke is the chair of the Instructional Design and Development unit at the University of Hawai‘i at Mānoa Outreach College. He joined the college in 2016 as the Open Educational Resources (OER) Technologist, producing open textbooks and curriculum with faculty from across the campus and UH System. Before working with Outreach College, he worked as an instructional designer for the UHM College of Education and is pursuing a PhD program in the Department of Political Science.
